I've been offered a rifle that has a MAB action, black mountain barrel and Lionel Weeks stock. The bloke says it's not an Omark. What are these like?

It's not an Omark, the same way that non Falcon Ford utes aren't Mazdas. Same horse, different rider, in other words.
Originally there was a local company, Sportco, which after a time, was bought out by the international Omark. When the market didn't live up to their expectations, they closed shop & some time later, Graham & Anne Bugden bought some of the tooling & the rights to the action.
MAB, Margaret Anne Bugden.
They did improve the trigger & arguably, the uniformity of manufacture.
