What is the penalty for a breach of this rule?? I can't find one anywhere.

As with any equipment which doesn't comply with the range standing orders, the RO must stop it from being used. The ME limits are a range matter, not a rule in the SSRs. So in effect the penalty is to take no further part in the competition. If the offending equipment is fixed to the satisfaction of the RO, then it should be able to rejoin the competition. As far as whether any earlier scores achieved using non-complying equipment can be counted, that would be a decision for the executive committee I guess.
