The supply of powders that isn't the biggest issue. Transporting them to each states is the problem. It cost $1600 to transport 1kg or 100kg no difference.
So unless dealers in each states is buying 100kg plus worth, it isn't worth the expense to ship them. Nobody wants to pay more then current price.

Same reason we can't get Reloader powders in VIC/NSW at the moment.

That's a legal issue in NSW as much as it is to do with cost.
