6-24 x scope or 6- higher top power scope recomendations pls

First can someone with a recent SSAA BR rule book please comfirm that HBR is still restricted to 6X scope power(if not whats the new scope power?)
and
What the minimum powder capacity restriction for cartridge size is for HBR??

Then- what do you guys recommend brand wise for a 6-24 or 6- to higher top power variable scope for HBR, BR, FLY and F-class shooting.

It will need to be repeatable in clicks and have enough internal movement to be able to click up from 100 to 1000 yards.

What reticle do you suggest?? Fine x-hair, fine with dot or Mil dot??

I should probably have 2 scopes a 6 X and then something higher but I'm trying to do this on less than a shoe string budget.
and 2 scopes will mean I have to have top quality detachable mounts etc and the $$ wont stretch to that.

I plan to be competing in short range BR, FLY and F-open with 6 BR Norma or a 6.5x47 Lapua and if the 6.5x47L is legal for HBR I'll be using it for that and ditching the 6BR.

So what high power variable scope can you guys suggest??
